Dulles Metrorail Effects Consultation

The Dulles Corridor Metrorail Project includes extension of MetroRail service from the West Falls Church Metro Station to Dulles Airport and Loudoun County. Initially covered under a 2004 EIS, DCMP’s Section 106 process culminated with a Memorandum of Agreement in 2004. Subsequently, design refinements occurred affecting the location and extent of impacts upon historic resources documented in the MOA.

Gray & Pape provided cultural resources support to the Dulles Rail Consultant team addressing those changes. Our work included reviewing cultural resource project record including:

Additional work included:

Field visits to capture the context and intensity of DCMP with respect to the historic resources under consideration.
Investigating and advising on Phase 2 design refinements for proposed changes in the Dulles Airport approach and station that entailed moving from a tunnel alternative to an aerial alternative.
Attending consultation meetings with the SHPO, the Advisory Council on Historic Preservation, and related consulting parties.
Assisting with revisions to the Determination of Effects report.
Advising on appropriate strategies for consultation.
Assuming a lead role in preparing amendments to the 2004 MOA.
Advising on mitigation strategies to address adverse effects along the Phase 2 corridor, as well as those associated with the aerial alternative at the Dulles terminal.
Providing presentation materials, including text, graphics, and tables to support the MWAA as they advanced and concluded the Section 106 process and executed an amended MOA.
