Willow Island Hydroelectric Plant

Gray & Pape provided cultural resource management services to American Municipal Power-Ohio in support of Section 106 requirements for the proposed hydro-electric facility at Willow Island Lock and Dam on the Ohio River. Because the proposed facility is located on property owned by the United States Army Corps of Engineers, Huntington District, Gray & Pape provided close coordination between the agency and project team on Section 106 issues. Services included agency consultation; archaeological and history/architecture resource identification and assessment; geomorphological testing; indirect affects assessment; preparation of treatment documents; and draft Memorandum of Agreement. Implementation of the treatment plan involved preparation of a Historic American Engineering Record documentation for the historic lock and dam facility and deep archaeological excavations through almost 30 feet of stratified cultural deposits.
